Nitrate nitrogen

Right so been hit with our first case of high nitrate in the silage, analysis came back at nearly 2500ppm. I haven't seen it yet as I missed the rep when he came round. Ammonia is at 6% though which I thought was good indication of fermentation. We'll be erring on the side of caution and will feed it with lower nitrate stuff.
So my main question is how does this differ from grazed grass which would have the same levels of nitrate presumably?
If it's ok for grazing what's the difference in silage apart from fermentation.
