Cattle Slats - axle loading & standing space

Possibly a silly question. When cattle slats state an axle load of 4 tonnes, isn't that combined across all axles on the slat - not per axle? If so, why not define it as something like maximum payload or something to that effect?

Edited to add another question:
Is it correct that you need a standing space (rib width) of at least 160mm for adult cattle? Seen some advertised as 7 rib (130mm standing space) but am concerned as I've read elsewhere that 160mm is needed for adult cattle - or would the 7 rib clean better as there is increased slot area?
