There are in general two types of hedges, maintained hedges and escaped hedges, escaped hedges need side maintenance and control of the briars and scrup extending from the base, maintained hedges in my opinion should be trimmed annually, there is a suggestion that they should only be cut back every third year, that is just about ok if it's a whitethorn hedge but if it contains ash, elm, hazel and elder to name the obvious ones trying to get three year growth back to where it started gives the hedge a hell of a hammering no matter how sharp flails are.
