Stunted heifers

An elderly farmer not far from me who keeps a few animals has given up farming recently.He has about 12 Friesian heifers about 2 years old ,they are very small for their age due to not getting a lot of concentrates I would think.Could they recover if they were fed properly and maybe put in calf to calve down after 3 or so or will they stay stunted and be no good.I’ve never come across this situation before so just looking for lads advice,Thanks.
 
Yup, have had our share of small ladies the last few years, they won’t have a big calf, try to let them to three years before calving but none of them ever caught up size wise, that said they produced as much if not more milk than the rest of the herd
